    Clearly, that is the outer tie rod end with the problem. Probably has the wrong thread diameter, or pitch for the tie rods. It's possible that both male and female threads are toast now.

    I've never even looked. It may just be a molded labyrinth step that fits closely inside the reservoir neck.

    Casing rubber formulation is different than tread rubber. If Conti is so specific about potential cold temperature problems on a hot weather extreme performance tire, I'd take them at their word. I think the Kumho Gen 5 ACR tires carry similar warnings.
