Based on experience you should replace them if any of the following apply:
1) If tread depth is less than 3/32.
2) If they are more than 3 years old.
3) If the tire has worn unevenly and is "balder" in spots.
4) Any type of wear (mfg. into the tire) mark showing.

This nut is "jammed" meaning, that alone, the nuts are just that, spinning freely up the bolt. Once they are brought together and tightened using opposite force, they become unmoveable and thus your shifter will not spin.

I'm confused here. There is just one belt driving everything. Are you saying to un-bolt the a/c compressor? I think if you bypassed it you would need a different size belt.
If you have to pull off the entire rear facia, mask tape the top of the bumper so you don't scratch it while you are pulling it off. I did this when installing my Hennessy wing.
