Sure, you can always go after the holdback, but unless some magical trunk money becomes available on custom orders to clear out Dodge's parts bins I can't see much lower being available.

There is a company that offers a shorter version if you don't want to do it yourself. I bought one from them around 5-6 years ago. A search on the site should pull up their name I would suspect.
It's far from free- If I were to bet I say that Dodge will likely be paying the Crue in excess of $50,000 for their concert appearance in addition to all the other promo $ they are paying out- They are definitely not doing it out of the kindness of their hearts.
