Once you remove the license plate lamp look up and you will see the metal clamp that holds it in place. You will need to pull down towards the ground to get this off. I noticed wiggling it side to side helped release it so I could pull it down.

I can not seem to find any information anywhere about the third brake light on the 1996-2002 GTS replacement. Looking to find how to remove it and it seems like the whole housing needs to be replaced? Is your best guess the LEDs burnt out or is it a wiring issue?
