Stock tires are no good in cold weather. Putting on snow tires will make it way more pleasant and safe. Of course, the car will look weird with skinny tires.

What the others said. Uneven braking caused by bad pads or rotors will do it. Warped rotors can also cause that sway but is easier to diagnose because you will feel the brake pedal modulate. Also check your sway bar mountings for torque.

See if you can swap wheels with a friend and test it at same speed. If it's ok, then your wheels might need to be rebalanced. Tire wear and flat spots can also cause vibrations.
+1 on that. It's always been that way. Realistically, you can't have 60 employees at CAAP doing everthing from chassis weld, engine build, body molding and assembly. If they could, then the Viper would become a 50K car or less and CAAP (Chrysler) would be a model of efficiency.
