    I've never noticed the fan turning off, but my lights quit working and the reverse switch for the trans fixed it right up.

    I'd try WD40 first. If that doesn't do it, then try a polish. Still nothing, a little more abrasive rubbing compound. Basically start with the least abrasive and work your way up until something works.
