Have you tried spraying a penetrating oil on the lever assembly. Sounds like it's not a rusty cable. Normally I would say it was a caliper piston sticking but you proved that wasn't the case. Sounds ike the lever .

I made the mistake of using Castrol's Purple cleaner to wash my AC Cobra's aluminum intake and wheels. It wrecked the intake manifold by oxidation and stained the wheels bad. Took hours to polish the wheels back. The container says 'not for aluminum' but who reads that? I only use Simple Green...
A heli coil doesnt have to be a temporary fix. Its stainless threads and they hold. They are used to fix stripped out aluminum heads where the spark plugs strip them. We use them a lot. The Ford 5.4s have a real problem with stipped plugs. and we helicoil them.
