That is an OOOOLD photograph. That is the Prototype SRT engine in an SRT-10 Prototype quite a while back. That "thing" you see is actually a Throttle Position Sensor. The motor for driving THAT Butterfly is underneath. In that engine, the thottle butterflies were mounted vertically, and were independant of each other.
The original SRT prototype used a twin butterfly throttle body, but the cool thing was that one of the butterflies was manual, the other was electronic. it was supposed to maximize low end torque, and also smooth out power accross the band. Never made it into production unfotunatly- though on the upside it would have severely hindered additional power making without modification.
