I'm not a paint expert, but if you use any 100 to 500 grit paper, you will be very sorry. I had some scratches on a couple cars that I used 1500 grit wet/dry. It is plenty aggressive to remove surface scratches. Then I've used Meguiar's No. 2 polish, and it shines up real quickly. I've been successful every time.

If the scratch goes through the clearcoat, well, someone else will have to answer that. BUT, I have fixed a scratch that went through the clearcoat and paint on my Jeep. I used 1500 to sand it smooth, used paint, sanded lightly, then sprayed on some clearcoat, sanded the edges very lightly, then rubbed it out with No. 2 polish. Be very careful in sanding with a light touch.

For the scratch on your fascia, that would make me very nervous to try and fix. My guess is you need professional advise there.
I wasn't too nervous working on a deep scratch on the Jeep, but Viper, yikes.

Well, that's different. I had a glob of clearcoat AND a scratch on one of my rims, and used the 1500/No.2 on the glob and No. 2 on the scratch. Both worked great. The scratch even "clicked" when you moved your fingernail across it. It's amazing how aggressive Meguiar's No. 2 is, with enough elbow grease. I was real concerned that both fixes would go through the clearcoat, but neither did. Guess the rim clearcoat is pretty thick.
