Another gen 1 hood question

My car is almost ready for it's "new" used hood. The
hood has no visibale cracks or spider webs that I have
heard so much about. My bodyshop guy showed me where it
has areas of "blisters" on the back corner on either side
of the hood. We picked one and it seemed to originate
quite a bit further into the paint than I had expected.
He sanded it a bit and there seems to be about three layers
of paint and clear coat. He said it might be easier to
sand the complete hood down to the gel coat and then start
again from there. Any ideas on this situation ?

Actually three "different colors" is very possible. There are areas of my '93 (92.5 actually) hood that had six different layers. Went something like this (from the outside in): clearcoat, red final coat, red first coat, primer, spot puttty #1, spot putty #2, bondo, base material.

This hood had never been repainted. There was a LOT of hand work done on early hoods before they ever made it to the factory, and sometimes they left the factory for rework before shipment.

That's it exactly. Found some filler at the front of the hood also. Man that hood is thick in places.
OK, now how about some advise about the small blisters.
They seem to have come out of one of the first layers.
My body guy says of may have been inpurites in one of
the first layer of filler.
