Arrow rebuild - Is this list of items accurate?

GEN1 Arrow rebuild:
!!! AS NEEDED !!!
1> crank shaft

2 New windage tray 1995 and older
3 Oil pan
4 Push rods
5 Lifters
6 Timing Chain
7 Cam
8 Crank gears
9 Cam shaft
10 Front cover
11 oil pump assembly
12 Rods (connecting or push or both?)
13 Pistons
14 New cylinder liners
15 Re-manufacturing of heads
16 All seals and gaskets
17-18 Spark plugs plug wires

19-21 All cylinder block specifications such as..line bore,replacement of cam bearings, and any other machining or modification necessary to bring the motor up to specifications.

22 The motor is then dynoed for two hours for horsepower check, put back in the box and returned to you.

JonB - You have stated in the past that "prior to 1994 dealers were allowed to work on the engines". What caused them to change that policy?

As per Arrow themselves here is what they did to my "2000" motor when I sent it in for the "powdered metalic liner" problem:

Replaced the following:
cylinder liners
crankshaft
camshaft
lifters
pistons
rod assemblies
timing chain set
2 exhaust valves
1 intake valve
water pump
rod bearings
main bearngs
gaskets
seals

-Decked the motor
-2 hour dyno including 3 WOT power runs to confirm HP & TQ #s.
-Cylinder leakdown test
-compression test
-Inspection for any oil leaks

Not bad for FREE.

Quite an impressive list, PROVING that everyone should purchase the EXTENDED SERVICE CONTRACT so long as some existing warraty applies and you are therefore eligible.

Back in 1992-1993 and early 1994 (ie til April 94) Dodge Viper Techs were allowed to do motor repairs. TWO THINGS HAPPENED -

1) Zone reps discovered many "illegal" motor mods. Dealerships semmed to be supporting this exciting trend. Dodge did not.
2) Some dealers were not (competant) to be cost efficient.
3) The ultimate in efficiancy and quality conrol was assigned to a VEWC (Viper Engine Warranty Center) and Arrow racing won the bid. BAX originally won the air freight contract.
