The aspect ratio of the tire would typically make the diameter the same, thus, no diff. The only complication would be the that a rear tire with a low profile would not have the same traction of a wrinkle wall slick. Most of your ET is achieved in the first 60'.

The aspect ratio of a 20 in. tire will not be a 3 in. difference though, so yes it will change and you will in effect drop your rear drive ratio to what I do not know, never was that good in math, but your 1/4 mi.times with the 20 in wheel and tire setup would make your car slower.
