For 98+ cars is the dash cut to make room for the airbag on/off switch and also for the toggle for power windowns on 99+'s?

The thing is, I don't want the, IMO cheap looking, stick on cover up/additions. I'm looking for a full on molded replacement where I remove my stock pieces and install the carbon fiber coated ones, just like what is pictured.
