I don't know that question but I can tell you that the Bellenger mufflers behind the stock cats on my 94 result in a fairly loud exhaust. I think it sounds good but I wouldn't want it louder. My point is this. I don't think the stock cats are doing much in the way of quieting. I just switched mufflers a few weeks ago.
My guess for the power question is that with a stock engine you will not pick up enough power from aftermarket exhaust so that you would notice it. You could probably pick up some time at the drags but you couldn't feel it.

I don't have a 94 but my 97 is catless, stock headers and straight pipes out the back and yes, it is loud. Sounds great.

If you remove the cats on a side exhaust Viper it will be louder. Probably a lot louder. You might like it. A good thing about the side exhaust is you can make the changes easily.

Your stock cats are very restrictive. You'll get some additional power by replacing them with straight tubes. However, it will be louder and you may get that nasty smell. I've got belanger headers and cat-back, along with Sean Roe's high-flow cats. It's quite loud, and would probably be too loud without the cats.
