Just remember that the "Generic" tools have much less control. I have a DRB and there are things only it can do.
I read the original post and can not figure out what Ca Viper wants to do. Are you wanted to test your Purge Valve? Like the emissions cannister? The DRB does this but I don't think any generic tool does it.
You have a 2001, all this should be under warranty, why are they charging you?
