e bay auction for 03 certificate.

Under Viper on e bay someone is trying to sell their certificate for a new 03. Car is ordered through a dealer who will sell it at $500 over. Can this happen. I thought certificate cars had to be titled in the holers name?

nothing stops the person to pick delivery, turn around and resell it on the spot via a pre-arranged deal. easy $15k

There is something wrong about this bidding,it is at $25K now but if you look at the bids history,they are 34 different bids with 2 persons bidding against their OWN bid every few seconds.

By the way,I have an order in for a black 03 and the dealer proposed me to sell it for me,he has a waiting list of customers.
