Frequency of headlamp adjustment ?

I re-adjusted my headlamps just about a year ago. One was
almost dead on, the other was either up or down a little.
I noticed this morning, when I was checking my fog lamp re-
placement, that the alignment was off again. A quick glance
at the leveling glass says both are way to low. One more
than the other.
This can't be normal can it ? If so, is there a fix ?

WHere is the adjustment for them? One is a little off with mine and a with a quick look I didn't see any adjustment screws out in the open, so where are they hidden?
