DONT OFERFILL YOUR TANK. In your case, live with 1/4 - 1/2 tank til fixed.
The fender filler tube to tank connection is disconnected / damaged / rotted / leaking. Proof: Leaks when full or 3/4 full.
It is also dangerous, especially if you have an early 1993 w/ center-trunk mounted battery. (This is the main reason battery was moved after 6/93.... to get it away from fule filler.)
