GTS Hood Driver's Side Hood Vent

I have always wondered why the divers side hood vent was not cut out on the hood. Does anybody know why it was not?

Why? To let water run all over the top of the drivers side footwell, the PDC and PCM?

It is open on the passenger side for the heating vent. There is no reason for it to be open on the passenger side although some folks open it to let engine heat escape.
