On my Silver '98 I also had the same problem around my gas lid and around the sills of my driver and passenger door. Dodge fixed it under warranty (along with yellowing side sills). I was told by the paint shop that Dodge made fewer Silver cars then they had planned because they had so many problems with the Silver paint. This is why (or so I was told) that all the silver cars are late '98 and early '99 - after they finally got the paint to stick they did the best they could, then gave up and retired the color. When mine was repaired, they ended up taking the paint all of the way down, filling in some of the fiberglass, then repainting. Also, silver is apparently a pretty tough color to match correctly, so make sure that you get some recommendations from locals in your Viper club before trusting the dealer (low bid) paint shop.
