Spending $400 for a "pre-purchase" inspection is a smart move.

If the car was serviced by any Dodge dealer,you can go to any dodge dealer and ask them to input the VIN# in their computer and print-out the maintenance record/history.

You should also tell the seller that if you buy the car,you WANT to deduct the $400 inspection fee.
The way the economy is now,it is a buyer market.

PLEASE let us know how this turns out. I have yet to see a 17K mile (or less) Viper for sale from an "exotic car dealer" that would even come close to being a 9.5 / 10 condition car. The horror stories you read about here are mostly from these high end used car dealers. The cars themselves have usually been owned by a person who did not ever plan on keeping the car long term, and therefore they have had less than stellar care. The $400 to have Dan Cragin look it over is money well spent - I'd also deduct it from the price of the car - after all, if they had had decent service records available, such an extensive / expensive pre-purchase inspection may not have been necessary.

Be very careful on the warranty issue - extended warranties can only be transferred ONCE - from the original owner to the new buyer - make sure it have not already been transferred (your local Dodge dealer or Dan should be able to tell you...) And, as luc suggested, get the Dodge service history on the car while you are there.

Life is too short to get a crappy Viper.

You might wish to consider talking to Dan Cragin directly. He is hooked tight into the Viper Community, and could probably direct you to a nice car for sale, One he has personally serviced, and knows the car's history.
Dan was formerly Chief ViperTech at Claude Short prior to their closing. His reputation is stellar!
