HELP - STRIPES QUESTION

Had my 96GTS parked very safely last weekend and some one still managed to drive into it. Paint damage to the rear bumper, one white stripe marked up real good and the blue on the right and side scarred up.
Spoke to the paint shop today - they were not aware the white stripes are a decal of some kind - Am I correct about that - they thought they were paint.

I believe if they are original stripes they are painted. I know my stripes are on my 96gts.
