How to remove riveted mud flaps?

I've been trying to get the mud flaps (over front wheel) off the car. As they are riveted to the chassis, it's a bit harder a task than normal. Any suggestions would be greatly appreciated.

I am not sure what part on the car.....but if it is a real aluminum rivit (that you would install with a basic rivit gun) you drill the head off and you would knock the rest back thru the hole.....if it was an enclosed area and did not fall out or could not be reached then yes it would stay there. If it is not a normal rivit something else might apply. ta
