Late model Gen II not as fast?

I have heard that the earlier (97-99) Viper respond better to mods. I, just like many others, am looking forward to the Roe SC. I know there are many variables, but considering all things equal, will an earlier model car make more hp than the later models? I saw the new updates from Sean and I assumed the 559 rwhp was on a stock car. That's pretty impressive. I don't have exhaust just tubes and filters, so I hope my '01 can achieve those numbers with a SC.
