shags ->not sure about vienna area, but another viper owner pointed me over to the shell gas station in Fairfax. he's been taking his there for awhile. I had my inspection and emissions done there w/o any problems. its on Main Street (Rt 236) near the intersection of Old Lee Hwy. Its in the GMU/Fairfax area.
