I am going with Turboforum.net at XOTIC Motorsports on August 21st.

They have dynoed several Vipers, including mine 10 times. Their staff are polite, give good advise, not rushing with dynoing, take care of strapping your car properly on dyno etc. Great guys and highly recommended. I was worried dynoing my old -93 the first time, but it was both fun and exiting.
Your Viper (or any other car you want to bring in!) does not need to be modified, Neons or 4WD cars are OK too. They have a 4WD dyno.
Anyone who wants to join me on August 21st, it would be fun to have several cars with us?
Xotic Motorsports is located in Cochranville, just south of Gap, about 20 minutes east of Lancaster. Close enough for MD/NJ Vipers too...
