Wouldn't exactally know if it is or not but it certianly looks like a 99 cent pull back racer.

This is definitely a "cheaper" casting, but at the same time I've never seen one like it. Personally, I would consider it rare meaning "not often seen" as opposed to "valueable." Really nice find! Would this be about 1:43 scale?
