The reverse lockout solenoid must activate to ALLOW you to shift into reverse, it does not prevent it. If you disconnect the wiring to it you will never be able to get it into reverse.

You either have tried to shift it into reverse without the ignition being on, or the fuse is bad, or the solenoid is defective. With the ignition on, check the connector for power. If so, solenoid most likely bad, if not, wiring could be at fault.

markm,
You mentioned trying disconnecting the reverse lock-out, it might be worth a try. Try disconnecting the reverse lock-out found under the car as described here:
The figures described can be found in the Illustrated instructions 'Skipshift Disable'

On the left side of the transmission, near the fluid fill plug, you'll see an electrical connection.
Figure 1: The underside of the Viper transmission showing the (A) skipshift solenoid and (B) the now-removed connector.
This is the solenoid that activates the 1-4 skipshift. The photo in figure 1 shows this solenoid on a 1994 RT/10 (newer models may look different). Also, this shot was taken flat on my back, so the angle may be disorienting. There is another connection farther back and above the transmission, which is for the speed sensor. Another solenoid on the right side of the transmission is for the reverse lockout
