side exhaust cover paint blistering on 92 RT/ 10

Has anyone had a similar problem? On my 92 RT/ 10 the drivers and passenger side exhaust covers have some paint blistering to the front of each cover. What is the correct paint to use? I know driver's side insulation is available. Does it help with this problem? Is insulation also available for the passenger side? Should nylon spacers or other similar material be used under each bolt to block heat transfer to the cover from the bolt? Any other suggestions?

Please respond as this is a nagging problem for which no one seems to have an answer.

After 10 years of expanding and contracting from the heat that is bound to happen.I would'nt worry .It is a easy paint fix.They should strip the old paint and prep the surface,then spray a flexable primer,base and then clear.I would have them spray the rocker-exaust panels off the car.make shure they match your color of your car and not from a mfg code.Dont let them talk you into "blending" the paint.A blend can show in sunlight.
