You will have a difficult time getting a nice 97 Blue/white for the 40 - 45 price range if you want a low mileage nice car. 45 -52 is a more likely range. Take a look at Traderonline, Kelly's Blue Book and the classifieds on this site. There was a very good article on used Vipers in the May 2001 Road & Track.
I think most of the problems you read about are in the gen 1 cars prior to 96. The Gen 2 has been pretty reliable overall. By the way there was a Blue/white GTS in 96, the first year for the GTS.
I would go to the local NJ VCA chapter website and get in touch with a local member for a Viper Tech reference. You might also check with Tator Dodge in NY I believe. I have never had the pleasure of talking to Chuck Tator, but based on comments on this web site he would be a great source of information and will help you if he can as would Bill Pemberton at Woodhouse Dodge.
