Windshield cowl question

My cowl after a repair is not quite snug on the glass. Dealer wanted 900 dollars. Needless to say there was a windshield repair guy on the lot. He threw in some black caulk just to hold down the edges. Water test ,water comes right through into engine compartment. I dont drive in the rain much.Tried jamming some foam insulation in the gap to no avail, and safelight will not run a bead across the cowl. Leave well enough alone, or is there another fix.

If the cowl wasn't as it was "pre-repair", why didn't you have the person/dealer who did the reinstall of the cowl make it right?

My cowl never sat terribly tight either. Can you pull it a little further back and re-run the screws that hold it back near the doors?

Yes i ran the screws back at the doors, and added bigger washers. It helped, got caught in the rain yesterday. No problems so far.
