Windshield Wiper Annoyance!

Almost every time I start my car the, driver side only, wiper goes up a inch or so! Sometimes it goes down an inch or so! It does it so much that I carry a wrench to fix it with me all the time. Extremely annoying & embarrasing. Does this happen to anyone else? What could it be? The fact is I never use my wipers. I took them off one time but the car looks ***** without them. Any opinions?

Check to see if there is a dedicated fuse for the wipers and nothing else.
Pull the fuse. They won't run. That's a quick and dirty fix.
Make sure you remember where to replace the fuse in case you need it some day.
