No. where the ASD relay is that's the PDC (power distribution center).
The fuse block should be the one under the dash.
The fuse/relay block is the one in the back.
So with key in run position and all the fuses in,
Pin 4/relay 86 should have 12V juice. If not check fuse 10 as above.

Put key to run position you should now have juice at pin 4/ relay 86. Sorry missed that step.
Check fuse 10. Check it for 12V if you got no juice with key in run.
Then pull it out.
One side is 12V the other side goes to pin 4 / relay 86.

Next step is check the for 12V on pin 4 of the fuse/relay block. That should be pin 86 on the relay. 12V constant too.
Pin 3 or pin 85 on relay is the ground that goes to the PCM. The PCM controls the ground of the relay but you got the ASD relay feeding 12V signal to the PCM too.
Understood that but the PCM controls the prime timer. So if it is not stopping the pump and him stating the PCM can't be read anymore, the PCM could be toast.
Yes verify fuel pressure at the rail but if the PCM is toast he's dead anyways.

If during driving, probably going over bumps and shorting a wire/connection.
Jumper pin 1 to 5 on the fuse/relay block. That corresponds to pin 30 and 87 on the relay. The pump will run.
But check voltage on pin 1 first. Should be 12V constant.
The alarm cuts the injectors off.
The fuel pump only runs a few seconds when you put it on the run position then cuts off.
Pull the fuel pump relay in the back and jumper the terminals (give me a sec) and you will hear the pump run.
If they can't communicate to the PCM, then they damaged it or destroyed it.
You will have to take them to court for that.
Unplug the battery, let it sit for couple hours, reconnect the battery and hope it resets the PCM. If you still can't communicate to it then the PCM is broken or the OBD2...
First thing to do is turn the key to the run position and see if the fuel pump runs for a few seconds and report back on what happens.
DO NOT DO ANYTHING ELSE.
DO NOT TRY TO START IT, CRANK IT NOTHING. NO OTHER TESTS NOTHING.

Turn or fogs light on and click the high beams on that will turn off the fogs.
The headlights are controlled by a relay in the PDC.
