Chuck Tator is going to re-do recall work on my 98 and get paid for it from Chrysler, I'm not sure if that extends to warrenty work but it's certainly worth a try and a call. I know he's over 2 hours away from you but I will say it's well worth it. He and Rob are the best in the business.

Not totally, I washed/dryed the rest of the car and then used the 303, so while the hood pad wasn't soaked, it was still wet. I sprayed down the rest of the engine bay as well, 303 is a pretty nice product.
I hit mine first with some foaming engine cleaner (some cheap brand from auto zone) and gently used a clean wheel brush to wash. Hosed it off, and then sprayed 303 over the whole pad and let it air dry. It worked well, pad is a deep black color now and has been that way since early last summer.
