I left the cable hooked up, but manually open the butterflies as far as they would go. That's the 75% reading. If I take the TPS off the car but leave it hooked up and turn it with a flathead screwdriver, the scanner reads 99.x%.
If the 75% reading is correct, I'm back at square one on why...
My scanner only shows %, no voltage. Sorry I wasn't clear, my DD isn't a Viper. I just wanted to see if the scanner would read my DD TPS at a much higher %+, to be sure it wasn't just my scanner showing bad info.

Definitely the right TPS. It's reading the same %, my old one did and looks the same. So, its not a TPS issue, it's a car issue somewhere.

They looked completely horizontal, maybe a small angle, but not much. The part attached to the cable is all the way against the t-body bracket preventing it from opening any further when the butterfly's are all the way open.

If a Viper tech recommended an Optima battery to me, I'd find a new Viper tech. All 3 or 4 I had were garbage. All replaced under warranty. I'd trust a 9V battery out of smoke detector more than an Optima.
On the Mitsubishi radios, all you have to do is call a dealership with the serial # and we can look it up on the Mitsu dealer site. Not sure if Dodge is the same, but I'd assume it was.

My mistake. What has broken twice on my car is the plastic basket clip. Those can be replaced in under 5 mins. The bushing you're talking about is a PITA. Mine did wear down and split in 2, but I had a friend/Viper owner replace it vs. doing it myself.

I did. It was replaced 3 or 4 times under warranty. Absolutely the worst battery ever made. Optima's aren't even good paperweights anymore. Do a search and you'll see plenty of negative Optima threads.
