I would water jet, versus laser cut. When walking around the car it's easy to bump into the hook with your legs. A laser cut piece could be pretty sharp. Water Jet should provide a smoother surface. Either way, you might want to consider a layer of protection over the hook, to prevent legs...

I purchased mine from Roe Racing. Had a very similar problem to what you are experiencing, and the 02 Sims fixed the issue. It's been 3 seasons since i did mine, and it's still good. Just don't plan on passing any emissions tests with O2 sims.
