They advertised that car in this past weekend's Washington Post for $66,977. 2500 miles -- no other details. I'm not so sure what they're doing with a Viper; that outfit usually deals with German and Japanese sports cars. Unless that car has substantial modifications, $66,977 is way too much for a 2000 GTS. You should be able to buy a brand new GTS for another $5-6K.
I don't think there's any difference in the emissions equipment for a California Viper.
