Are CA Vipers different?

What is the difference due to emissions restrictions between Californian Vipers and other states Vipers?
Any loss of HP?

I was just wondering why california Vipers, like my 96 RT, have a different emission label specific to California respect to the other Vipers.

I think that it's like the Corvettes. My previous Corvette was identical to the other 50-state cars mechanically, but there was a special California smog certification fee and label that I had to pay for when I brought it into California.
