I always dialed in about 3/4 of a degree of negative camber on my '98 for the street to cure the twitchyness, more for some tracks. Toe can certainly affect turn in but I wouldn't know about it causing the symptoms you describe. The shop may have alligned it to pre '00 specs which had less negative camber to maximize tire life. From what I remember the factory setting now has a little extra negative camber to cure this problem.
