Dealer Reccomendation needed SE Pa. and questions.

Hopefully I will be getting a Viper soon. Could be as soon as this fall or as far away as a few years (finances and other things pending). I have looked at a slighly used one at Raymond Dodge on 202 (dealer owner put 1500 miles on car and bumped front bumper requiring repaint, never titled) and they didn't even want to deal on the used one. Who is the best dealer in my area and what should I expect to pay for a GTS. Is 4000 off MSRP a reasonable expectation. What are the problem areas if I decide to go used? I would love a blue with white stripe 97 GTS if I could find one with low miles and a warranty. Also what years did they make black ones?

How far is he from Phila? How about service, anybody close to me for service? Are they any better than GM for service? Every night I pray that the Z06 does not need service because the GM dealers are so bad.
