fuel gauge reading?

Read in the manual that the fuel tank holds 18.5 gallons??? So, on the way home the gas gauge had the needle pointed below 'E' and the fuel light ON...I pulled into Chevron and pumped in only 14 gallons. Am I right in thinking they have set up a 4 gallon reserve to make sure we don't run out of gas or what?

Also when the light came on in the gauge meaning low fuel, the owners manual does not tell us how much fuel is left. Hoping someone can offer so info on this topic.

I have to say, I took the car out for a couple hours today and the fuel gauge(cause it only reads the 13-14 gallons) goes down pretty rapidly!! I guess its pretty good to have a reserve on the tank but 4 seems too much.

Another tid-bit - Every 100 miles more I put on the car, it seems to feel like more Horsepower is developing. I had a friend with the WS6 option on his Firebird and it took 2500 miles to completely break in. I hope this is true, we should compare dyno sheets! I am planning on taking it in around 1500 miles.
