Mine is a 98. If yours is like mine then sometimes the latch gets bent so that it wedges into the sportbar. There's too much pressure against it to undo it with your fingers so you will need to feel around for it and use something metal, like a screwdriver to "unwedge" it.

Once you have it removed, readjust the latches.

The latch on the passenger side should be the same distance as the one on the drivers side is from the door or vehicle centerline (the 2 latches are spaced evenly from the doors). It is the same type of latch as the drivers side rear latch, like a pincher from a crab claw. I reach up to the latch from inside the car (square opening) and spread apart the 'fingers' then push up on the top. You have to hold the top off the latch, or it will re-latch. I usually use my head (when alone) to hold the top up, or have a friend hold up one side as I undo the other side. The key is keeping it up off the latch once you spread the 'fingers' apart. Sometimes the 'fingers' can be difficult to spread apart, if the top isn't adjusted properly.

Push down ******* the top above the latch. That should take some of the pressure off the fingers as well possibly expose more of the fingers in an area where you can spread them better.

Once you get it off, you'll see the latch is adjustable.
