Just thinking about what these different experiences have in common.
Intake gasket and VEC1 point to MAP.
I've had hangs as high as 3500 rpm when driving from 4000 ft altitude to 9000 ft.
There is no BARO input.
Might be related to manifold pressure.
Not knowing ECU priorities, one would think the IAC would set idle correctly UNLESS the ECU thinks the engine is NOT at idle which might be the case if you don't have a nice high idle vacuum.
