I imported a '94 from Canada, back when the seatbelts were different and had to be changed. So you need EPA certification for emissions, also DOT certification that it meets NHTSA Occupant safety regs. Hire an import-export company, for the few hundred bucks they do all the paperwork. It's fairly routine; depending on the price of the Canadian dollar, used car dealers obtain Canadian cars to sell in the US market for bigger profits. If this car is newer, or has airbags, I would assume it's even easier, as then the cars (except for gauges) are identical.
