Just want to add that the DMV makes it very clear that any new car brought into California must be smogged. If the droid at the desk (actually the young ladies who helped me were very nice) gets you registered without a smog cert, then even better. You won't have to waste another day having that done.

How do I register a vehicle I purchased with out-of-state plates?
Within 20 days of your purchase, you must apply for California registration and pay all registration and license fees.
You will need to:
Complete an Application for Registration form Reg 343/31
Submit the out-of-state title endorsed with the seller's
signature
Provide an odometer mileage certification signed by both the seller and the buyer
Provide evidence of the smog certification
Bring your vehicle to a DMV office for verification of the vehicle's identification number (For your convenience, we recommend that you schedule an appointment by calling your local DMV)
Pay the registration, license, and use tax fees
What should a California resident look for when buying a new vehicle from another state?
Individuals are prohibited from importing, purchasing, or leasing a new vehicle from another state, unless the vehicle was manufactured for sale in California, and the Environmental Protection Agency label certifies the vehicle has California smog equipment. California considers a new vehicle to be any vehicle with less than 7,500 miles on the odometer at the time of purchase.
