At a certain throttle angle (cruising) the trasmission locks out 2nd and 3rd gear so when you shift into 2nd it drops into 4th.
At the same time an upshift light will light up on the dashboard.
This was done solely for EPA economy purposes. I have this on both my Vette and Viper and it gets annoying quickly.
I have the bypass plug installed on the Vette and the light still comes on, but you can shift into second now.
Watch out for E-Bay listings, as some guys are selling just a 10 cent resistor and calling it a Skip-shift device.
I think that with the earlier Vipers you can just unplug the connector on the transmission, but 2000 and later models will show an error code if it is unplugged.
