The year of the Viper owned didn't matter as far as who was able to obtain a certificate. If you purchased a Viper new from Dodge and still owned it on the date they set up in the program you were eligible to go online or call the 800 number to obtain a certificate. It was then up to each certificate holder to go to the dealer of their choice to make a deal on their Viper and place the order. Dodge determined the build order.
