Strut tower bar welding

This is the engine bay of an 08 coupe I checked out yesterday. This is from the driver side of the vehicle. Does that weld look normal? Does anyone have anything like this on their 08, or have you seen anything like this? It simply does not look normal to me. Any input is appreciated. Unfortunately, this is the only photo I took so I do not have additional ones.

Its called a weld, Some welds are not pretty....

What's your concern - the look of the weld or the discoloration/surface rust?

My concern was the look of the weld, the car is located at a smaller dealership that has no experience with Vipers. I figured I would inquire about anything that seemed strange to me. The weld seemed strange.

A VCA member in Illinois is going to take the time to help me look over the car in the next few days.
