Mine with dyno testing ended up at plus #10 on the High side and Minus #4 on the low side. Note* I gained 45 rwhp with the Vec1. My motor is a 514 stroker so your settings will be different...

Before the Roe Supercharger, with smooth tubes & filters, headers, & cat back, I found +12/-20 to be the settings I would set it at the most.

I haven't had enough time with it on the road with the Roe Supercharger and the MSD boost retard box, but for the 5 miles I got to drive it before I came across snow & ice sticking to the pavement, I changed the sea level settings as advised by Sean Roe to -8/0 on the VEC1 with the MSD box set at 1 1/2. I suspect that I will be setting the VEC1 even closer to 0/0 later this weekend when A-Vipering I'm A-Going. (Where I live in Ohio is about 850 feet above sea level.)

I have a strong '96 GTS with 3" hiflo Roe cats, Borla's and 3" exhaust to the rear wheels, plus K & N's and smooth tubes. I have my VEC-1 set at +2 and -18 in Louisiana, less than 100ft above sealevel. My car runs 120-123 mph in the quarter. These settings give me the smoothest operation on the street, though I might be able to produce more power with other settings. I have not adjusted it with a dyno.
