If a vehicle comes in and it says the ECU was reset X amount of miles ago, they can ask who?

If not performed by a dealer or Tech, and no proof of this and why, warranty can be denied.
Some dealers look the other way, some don't. With the way warranty work is paid, I wouldn't look the other way either. Flat rate ***** enough with allotted time, warranty is that much worse.
No they cannot. Any serviceable part may be replaced by an owner as long as it is the correct part or equivalent. Unless they can show your installation [if not performed by a Dodge Dealer] caused the actual failure at hand, they dont have a leg to stand on.
There is NOTHING that prevents an owner of a car from replacing a PCM with a new one. It would look identical to the original, which may or may not have EVER had the correct mileage programmed into it, for any reason they should choose to replace it- like a failure of the original... and they cannot prove that it wasn't the cause VS a reflash. If the part number matches, Dodge does not have anything to say about it, unless the install caused the failure- which would be a stretch, and very obvious. A Viper PCM does NOT require Mileage or VIN be programmed before it will allow the car to run & drive. [Save Gen-4] Not to mention, I have seen PLENTY of cars with battery problems, a bit of A/C leakage on a dead battery charge, etc. where the mileage gets zapped for NO reason other than that.
And all of this may be a moot point, as I do not believe the Viper PCM mileage is reset by performing a reflash in the first place.
